New Report: Local Authority Delivery of the EU Settlement Scheme

The EU Rights and Brexit Hub have released a new report on the central role of local authorities in rolling out the EUSS. As statutory public bodies, local authorities remain responsible for the delivery of housing, social care and public health. Local authorities are thus key stakeholders in the EUSS process and were tasked by the Home Office with coordinating the local implementation of the scheme.

This report covers challenges and gaps in provision faced by local authorities and makes some concrete recommendations for both the EUSS and future government schemes. In particular this report covers

  1. The work done by local authorities to identify and support EEA+ residents

  2. The impact of COVID-19 on the delivery of the EUSS

  3. Key communities that are still at risk of missing the June 30th deadline

  4. Significant gaps in current national guidance to local authorities about the rights of EEA+ nationals after the deadline

  5. The need for long term funding commitments to cover the long term costs of supporting EEA+ nationals to access the EUSS
